Professional experience
Professor Sheehan has made a substantial contribution to the field of studies of the global knowledge economy, and of its Australian and international ramifications, since 1994. He has also contributed to both the analysis of new technologies and their application in Australia, and to policy and commercial developments related to the commercialisation of such technologies in Australia, over two decades.
From 1987 to the late 1990s he was actively involved, as Chairman or Director, in a number of technology-based companies, many of which he was instrumental in establishing during his time in government. For example, from 1987 to 1993 he was a Director AMRAD Ltd (Australian Medical Research and Development Consortium) a company with a diversified ownership established to commercialise Australian medical research. In 1988 AMRAD entered into a joint venture with Merck, Sharpe and Dohme to establish a 50/50 joint venture, AMRAD Pharmaceuticals. Other examples include his role as founding Chairman of Vistel Ltd (Victorian Government Telecommunications Initiative)(1987-92), of the Australian Computing and Communications Institute (1988-99) and of the Strategic Industry Research Foundation (1988-93).
In August 2003 he was elected to the position of Vice Chair (Academic), APEC Life Sciences Innovation Forum. The Group is chaired by the Deputy Prime Minister of Thailand. Eli Lilly’s President, Asia Operations is one of the three Vice Chairs. The establishment of the Group is an initiative of President Bush. The US pharmaceutical industry and US State Department have a significant involvement.
Prof Sheehan is the Director of the Pharmaceutical Industry Project at the Centre. He is responsible for the form, content and overall direction of the project. He has also contributed a number of papers to the project.

Professor Sheehan has published ten books and over 40 articles covering a wide range of academic and policy topics, as well as having been responsible, both as Editor of the e Australian Economic Review and as Director General of the Department of Management and Budget, for an extensive list of unsigned publications. In his most recent publication
China’s Future in the Knowledge Economy: Engaging the New World (Victoria University and Tsinghua University Press 2002), he is co-editor and co-author of 3 of the 23 papers.
