About the Author

Professor John Houghton of Victoria University's Centre for Strategic Economic Studies (CSES) has had m any years experience in information technology policy, more general industry policy and related economic research. He has spoken and published widely on information technology, industry, science and technology policy issues, and undertaken projects for a wide range on national and international clients.

Career highlights include: Senior Research Fellow at CIRCIT and leader and coordinator of the Centre's Software and Services Research Program; Principal Economist at the Bureau of Industry Economics, leading a research program focussing on ICT policy issues and participating in the Bureau's infrastructure services benchmarking program; Adviser, Information Industries Policy at the Australian Commonwealth Department of Industry, Science and Tourism where he w as involved in the Information Industries Taskforce; and Principal Adviser, Victorian Department of State Development where he took a lead role in directing the policy research agenda.
